    Abstract

    The question of access to higher education is undoubtedly the foremost policy issue in higher education. This volume treats that issue by means of a broad range of chapters, written by experienced researchers that offer insights, national strategies and policy examples from around the world. The book presents the drivers of higher education expansion and examines government policy as both a response to increasing demand for higher education and as one of the forces that has helped to encourage expansion.
