    Abstract

From the implementation literature we know that materials development and inservice training are potentially very effective in supporting implementation efforts (Fullan, 1985). This paper reports about a study in which curriculum materials are used as a learning device in inservice training programs aimed at curriculum implementation. Curriculum material arc defined as exemplary packages of student and teacher materials that are ready for classroom use and clearly represent - in operational terms - the curriculum innovation.
