Abstract
The topic of this dissertation is the increasing use of the ex-ante evaluation
method known as the ‘business case’ in the semi-public sector. The business
case, which is used to legitimise and substantiate an investment proposal, has
long been widely used in the private sector, in business services in general, and
in IT projects in particular. This public administration study now looks into the
phenomenon of the business case in the context of government.
