    Abstract

    The development of electronic service delivery is progressing relatively slow. This is partly due to the fact that development mainly takes place at the local level. This results in a fragmented and relatively inefficient development process. Co-operation between municipalities is a way to improve the efficiency. This requires similar service processes. The service processes are often rather opaque, which makes a comparison hard. Using Knowledge Based Systems techniques may improve the transparency of the processes and facilitate joint development.
