    Abstract

    All Central and East European countries have embarked upon large privatization programs. Although the elaboration of specific issues shows interesting differences (see OECD 1992) these programs show a common concern for the transfer of property rights in the (formerly public) business sector (comprising inter alia industry, banking and finance, and retail services).
