Abstract

Chapter 9 picks up on the moral norms to identify two foundational moral and political values that should be used to guide the actions of liberal democratic states in issues of cognitive warfare. It argues that there are two foundational values that are of special importance that can guide and constrain cognitive warfare: the basic idea of human dignity and political autonomy. These values are to be taken seriously and can serve as the basis for how to do cognitive warfare well.
