Abstract
In this study the methodology of measuring the changes in welfare by asking questions to households about their change in welfare ("stated preferences") is not used, because the policy decisions of local government are simply too many. This study uses the hedonic pricingmethod, the travel r a service are supposed the cost method, and the methodology in which the costs for a good o be equal to the change in welfare.
