Abstract

In this thesis we described the realization of thirteen policy initiatives. The most important similarity among the thirteen policy initiatives is that they influenced the regional human capital stock. This influence can be either conscious or unconscious.We have referred to these policy initiatives as decentral human capital policy initiatives.
