Abstract
Cities have an important role in promoting climate change mitigation and adaptation. In order to achieve this, urban planning requires up-to-date information on how to avoid and reduce greenhouse gas emissions and how different planning solutions can enhance resilience in adapting to climate change. In this guide adaptation to and mitigation of climate change are examined in parallel to prevent contradictions and to promote sustainable development and well-being of residents in the urban environment.
This guide brings together research information, tools, and examples of solutions for climate-proofing urban planning, land-use, zoning, and construction. The guide is meant for various stakeholders operating in connection with urban planning, such as planners, designers, developers, as well as municipal and urban residents and decisionmakers.
The guide describes key risks linked to weather and climate, and how they can be assessed, while promoting ways to adapt to climate change in Finland. In addition, the guide examines how urban planning can mitigate climate change by assessing climate impacts of zoning and community planning. The guide provides examples and good practices available for low-carbon and renewable energy solutions, low-emission transport, circular economy, nature-based solutions, mitigating the urban heat island phenomenon, as well as flooding and the management of flood risks in urban planning. Texts from the guide have been supplemented with checklists, information sources, and planning solutions implemented in different cities.
The guide is based on multi-criteria and interactive planning, and it has been developed in cooperation with experts in the field and with urban residents. The participatory approach highlights ensuring the inclusion and empowerment of stakeholders, and the integration of various goals in urban planning. The aim is to balance climate action and to support the resolution of possible conflict situations. Successful interaction among different actors produces better plans.
The guide has been produced by experts of the Finnish Meteorological Institute and the Finnish Environment Institute as part of the LIFE17 IPC/FI/000002 LIFE-IP CANEMURE project. Funding for the guide came from the LIFE programme of the European Union.
