    Abstract

    The management and implementation of the Comenius programme is in the hands of the Netherlands Initiative for Education Research (NRO). The NRO commissioned this evaluation and requested to focus on the effectiveness of the grants and the efficiency of the application and assessment processes. For this evaluation, we used policy documents, applications to the Comenius programme and project documents contained in the NWO ISAAC database relating to the Comenius programme. In addition, interviews were held with those involved in the implementation of the programme, with Comenius Fellows and unsuccessful applicants, and with other stakeholders at higher education institutions. In the summer of 2021, also a survey was conducted among all Comenius Fellowship applicants.
