Abstract
In dit hoofdstuk laten we eerst zien met welke problemen wethouders te maken krijgen als ze zonder politieke ruggensteun samen met anderen regionale besluiten nemen. Daarna bespreken we twee strategieën om met dit probleem om te gaan: wethouders kunnen zich minder afhankelijk maken van politieke ruggensteun of kunnen hun politieke ruggensteun regionaal versterken via gemeenteraden, belangenorganisaties of inwoners.
