Abstract
Power system frequency and rate-of-change-of-frequency (ROCOF) are increasingly important metrics for system control, protection and load management. However, the varying standardization requirements on ROCOF measurements reflect the difficulty in achieving accuracy in the measurement of this parameter. Based on an enquiry of user expectations and requirements, use cases for measurements of power system frequency and rate-of-change-of-frequency (ROCOF) measurements are given, specifying accuracy and latency requirement for each use case. Following actual measurements in a series of medium-and low-voltage electricity grids, a series of new test conditions are proposed, extending those of the present IEC/IEEE 60255-118-1 standard, to ensure ROCOF measuring instruments are adequately tested.
