Abstract

In this chapter we will try to establish whether seeds from Agenda 21 have fallen on fertile soil in The Netherlands. We begin with an overview of the position of Dutch municipalities with regard to administrative structure and environmental policy, and then go on to a description of tendencies in environmental policy-making which are of particular interest for the reception of Local Agenda 21.
