    Abstract

This poster elicits a tension between organizational governance and institutional (organizational and disciplinary) cultures in three European universities. Analysis rests on interview-based case studies and demonstrates how both strategic discourse and instrumental steering can be at variance with the historical mission of regionally embedded universities. To sustain the mission, strategic governance should adapt to existing cultural norms, values, identities, and practices.
